The symbols of the second row, which are just smaller versions of the top row (vowels without consonants), are used in long vowels and dipthongs. To represent naa (na:), you would use the symbol for na, ナ followed by a small a, ァ; ナァ. If a full-size a were used, thus representing is as ナア, then they are fully distinct syllables, pronounced 'na.a.
