Time is referred to on Gallifrey as being relative.
Instead of having '10am', you would have 'ten hours relative to last midnight'.
Time is spoken as:
The moment is (insert numbers here) positive/negative relative (point at which relative to).
Times can therefore vary dependent on what time it is relevant to.
10am can be, therefore:
10 hours positive relative to 1st last midnight.
(ten (positive) hours since the most recent midnight)
or
34 hours positive relative to 2nd last midnight
If that day is a monday, it could also be
34 hours positive relative 1st last weekstart.
When speaking of exact date/time, it is relative to the beginning of the universe, but this tends only to be used in recordings.
In regards to personal and universal timelines:
It is only when the personal and universal are not the same that any changes are required. In such a situation, an ‘a’ is added to the beginning of the first word in the sentence regarding personal, and an ‘ɪ’ to the universal one.
